Brno – Koniklecova Street

The Safe House system was implemented in the pilot project "Safe Location – Safe Living". This project is under the auspices of the Ministry of Interior of the Czech Republic and its purpose is to change attitudes of the public to safety issues, their motivation to safer behaviour, to securing apartments and apartment houses, to improving neighbourly relations while respecting house rules.
Within the project, a set of devices, which are supposed to reduce anonymity in apartment buildings, to prevent unauthorized movement of persons in the areas of the buildings and to reduce the risk of vandalism and the crime rate, is installed in risk facilities.

We would like to introduce another project that we implemented in late 2012 in Břeclav.

In this case, the Safe House system was implemented in another problematic area which was formed by a courtyard of five houses at Riegrova, Krátká and Na zahradách streets. All houses have two entrances – from the street and from the courtyard, with the exception of the house on Riegerova Street, which is only accessible from the courtyard. There are 81 apartments in the block which are inhabited mainly by unemployed people and people from lower income groups.

We would like to introduce another project that we implemented in late 2012 in Břeclav.

In this case, the Safe House system was implemented in another problematic area which was formed by a courtyard of five houses at Riegrova, Krátká and Na zahradách streets. All houses have two entrances – from the street and from the courtyard, with the exception of the house on Riegerova Street, which is only accessible from the courtyard. There are 81 apartments in the block which are inhabited mainly by unemployed people and people from lower income groups.

In these areas, the town police had to address many night-time disturbances, riots, destruction of property and theft. The condition of the common areas was very bad – it was impossible to close or lock the doors, the automatic door closers, hinges and locks were also damaged. Bell panels and mailboxes were broken, defaced and burned.
The main reasons for the initiation of the Safe Location project were to reduce vandalism and increase the safety of residents in the houses and in the street.
Therefore, the aim of the entire project was to reduce crime in the given area, to impede access to the building by unauthorized persons, especially "unofficial" tenants, and also to obtain data which can be used during investigation of criminal offenders.

The main safety measures implemented within this project included the installation of a camera system and building of a surveillance centre in the basement areas of one of these houses. In the centre it is possible to watch images from all the cameras and analyse video recordings. There are a total of 31 cameras connected to the system. They cover all entrances to the buildings and they also monitor the areas of the hallways and stairwells on each floor of all the houses. The entrance to the surveillance room was equipped with new fire-resistant security doors. The room itself is also equipped with an electronic security system with motion detectors, a smoke detector and a camera monitoring the front door.

As part of a comprehensive security solution in the house, 9 entrance portals with safety glass, an automatic lock and an access system for electronic keys, so-called DALLAS chips, were installed. Each of the entrances is also equipped with lighting with a motion sensor and a new bell table in a vandal-resistant design. Each apartment is equipped with a new house intercom.
It is possible to access the guarded building only after bringing an electronic key to the reader or upon being let in by one of the house intercoms. Each such action is automatically recorded in the surveillance system and brought in the aforementioned surveillance centre. It is then possible to trace everything there and clearly identify which tenant entered the building at what time and also from which apartment the front door was opened using the house intercom.

The fact that the entire system really works effectively was very soon tested by one of the tenants of the above buildings. Right before the final handover of the entire system to the councillors of Břeclav Town Hall, he intentionally damaged one of the front doors by kicking them at night while extremely drunk. However, the situation was captured by the already operational camera system and the offender was found guilty at the police station immediately the next day.

 

 

Brno – Koniklecova Street

The Safe House system was implemented in the pilot project "Safe Location – Safe Living". Within the project, a set of devices, which are supposed to reduce anonymity in apartment buildings, to prevent unauthorized movement of persons in the areas of the buildings and to reduce the risk of vandalism and the crime rate, is installed in risk facilities.

The selected facility in Brno – Nový Lískovec is a 13-storey panel building with 156 apartment units. The house was built in 1994 with financial participation of 13 boroughs.
Today, one third of it is used as a temporary shelter for mothers with children and the remaining part is a typical tenement building in which, however, problematic or socially weaker tenants are often accommodated. That is one of the reasons why there were often broken mailboxes and doors in the house, vandals would damage the lift and walls in common areas.

The situation was worsened by the fact that strangers started moving around the house, which could not have been effectively prevented with such a high turnover of residents.
For these reasons, Koniklecová 5 was selected as the pilot facility for the project "Safe Location – Safe Living".

Beta Control installed the following devices in this facility within the Safe House system:

VIP Lift

The VIP lift is an extension of a regular lift that allows the use of the lift only after an electronic key (chip) is brought close to the reader.

 

WITH VIP LIFT AGAINST VANDALS

In the basic option, VIP BASIC, the reader is located in the cabin control board – a user without a chip may enter the lift but the lift will not start moving unless a chip is brought to the reader.
The extended option, VIP FULL, includes a reader not only in the cabin control board but also in the call button area and therefore the user cannot access the lift cabin without a chip. This option with automatic door offers maximum protection against damage to the lift.

 

LIFT WITH CUSTOMIZED RIGHTS

After opening the door, the system, in connection with the access system, calls the lift according to the pre-set rights, it can also select a closer or a defined lift. Within the user right set-up, it can be pre-set who may use the lift and which floor they may access; it is possible to set up time periods when the user can use the lift, or a time period when the lift operates in the VIP mode or regular mode. In addition to basic functions (activation, blocking of chips and rights set-up), management of user chips allows the data to be exported from the records of lift rides (e.g. for the billing of costs of operating the lift or to detect the originator of damage).

The same chip is used to control the VIP lift as for the access system and other elements of the Safe House.

 

CCTV

The BETAEYE camera system allows monitoring of spaces and displaying the transmitted image in real time on the screen in the surveillance centre or on TVs in individual apartments (if the cameras are connected to a shared TV antenna). Images from the cameras are transmitted on individual channels or images from 4 cameras can be combined into a single image.

The camera system is supplied without recording or with recording on HDD, SD or flash drive.
It is possible to monitor common areas, the lift cabin and the areas around the outer walls of the building using the camera system.
Within our services, we provide maintenance and software updates, antivirus check, HDD maintenance, control of the computer or video recorder set-up and maintenance of the system elements.

Access system

The BETAGATE access system offers replacement of classic keys with electronic chips using contactless RFID or contact Dallas chips.

An access system unit with a reader, where the users swipe their chips, is located in the area of the entrance to the building. After swiping, it identifies the chip and enables or disables entrance to the building.

CONNECTION WITH THE LIFT

The access system can be connected to a Beta Control lift. The system can then call the lift after the door is open according to the set up rights (or select a closer or defined lift).
When opening the door, the system calls a lift for the visitor in combination with the house phone.

REMOTE MANAGEMENT

The remote management of the chip database allows easy activation of new chips, blocking of existing or lost chips and keeping of entries.
Within the service, we offer management of user chips, data export – outputs from the registry of access, control and inspection of sensors, inspection of installation and technical service.

 

RECONSTRUCTION OF DOOR PORTALS

When installing the access system, we offer reconstruction of the entire door portal including bell boards and house intercom.
Door portals are available in plastic or aluminium designs, with optional integration of mailboxes and bell boards.
The doors are equipped with an electromechanical lock, fittings and door check.
We always propose solutions depending on the layout of a particular house.

END TO BURGLED BASEMENTS

Beta Control basement units represent spaces for the safe storage of items.
The structure of newly built basement units made of durable steel is filled with galvanized trapezoidal metal sheets with possible perforation for ventilation.
Each unit contains lighting and a socket with an electricity meter.

The access system controls entry into the unit and sends an SMS to the user's specified number if attacked. Information about the unit status (blocked, unblocked, alarm) is secured by LED indicators.

Colour design according to customer specifications.

Maintenance services include inspection of the functionality of the sensors, battery status and an alarm test.

SAFE CORRIDORS

When installing wiring in common areas, we also recommend revitalizing the lighting on lift platforms. Corridors are then equipped with wall or ceiling lights with motion sensors that automatically turn on if there is any movement on a specific platform. The lights are switched on and off gradually, the whole house is not lit at once, which saves costs.
The lights are fitted with halogen bulbs or energy-saving bulbs designed for use in combination with motion sensors.

The Beta Control Company was founded in Brno in 1994 as a firm specializing in innovations. Our basic strategy consists in applying our own know-how in using modern technologies in the field of electronic control systems.
